Courtney Booth


Courtney founded and has served as President of Southwest Environmental, Inc. since 1993. Courtney maintains a team of professionals who ensures the company does a quality job with 100% customer satisfaction. Mr. Booth started his career with the Department of Water Resources in Sacramento in 1969.

Occasionally Courtney takes a break from being the leader in water and energy conservation and can be found traveling the globe. You can bet that everywhere he goes he’s checking out every toilet and light fixture to ensure they are high-efficiency installations. For some strange reason, he says it’s in his blood.

Dale Chessher

Director of Operations

Dale came to work for SWE in 2004 as Director of Operations. Dale has been in the construction industry all of his life, supervising and coaching crews of up to 150 field employees and maintaining a full administrative staff.

He works hand-in-hand with various utilities and Project Managers as well as SWE’s staff to ensure all of the goals and objectives of SWE’s contracts are achieved on time and within budget.

John Weber

Director of Business Development

John serves as the Director of Business Development for Southwest Environmental, where he coordinates all aspects of complex water conservation projects for private and public sector clients.

John develops turnkey, customizable solutions to ensure each customer receives measurable results that achieve or exceed the goals of their project. He also helps clients access programs or funding to help supplement the cost of the capital improvement.

John loves pizza, learning the culinary arts, traveling, and experiencing different cultures. Born in Chicago and growing up in the suburbs, John is a life-long Chicago Bears fan.

Hien Le Nguyen

Project Manager

Hien has been a valued member of the SWE family since 2007. She has extensive experience managing, administering, invoicing, and responding to inquiries for a variety of water and energy use efficiency programs.

Hien holds an excellent track record of strong working relationships with owners, property managers, and water agencies, resulting in successful project experiences. Hien’s attention to detail, commitment to excellence, and superb technical skills have proven extremely valuable to SWE and the clients we serve.

Barbara Sugg

Controller and Human Resource Administrator

Barbara has been part of the Southwest Environmental family since 2001 and is currently the Controller and Human Resource Administrator. She holds a certificate of completion on the Department of Industrial Relations/Certified Payroll Compliance and Federal Davis-Bacon Compliance.

Barbara facilitates compliance by working with Unions to hire apprentices, preparing prevailing wage payroll, and maintaining mandatory reports on the D.I.R. site. With her knowledge of the reporting process necessary to complete a public works contract, Southwest Environmental has been able to complete multiple public works projects.

If not at the office, you can expect to find her at a billiard table somewhere.

Mandy Love

Marketing and Web Specialist

Mandy is our marketing and web specialist. Mandy has over 17 years of experience in branded product and design management experience. She excels at creating results-driven campaigns and adds value by connecting people with brands in meaningful ways.

When she's not looking for ways to optimize our online presence, Mandy can be found nearby on the beach with her partner and their dog.

Emma Leidig

Executive Assistant

Emma is the Executive Assistant at SWE, where she supports the day to day activities of the corporation. She is highly professional, self-confident, and uses her tact and discretion to set meeting agendas, prepare productivity reports, and coordinate field services with the executive team’s operational goals.

As a strong believer in helping others both in and outside of the workplace, she can communicate with her peers and customers in a way that is supportive, friendly, and personable. Emma is a Colorado native and moved to San Diego in 2018. Outside of work, you can find her at the beach with her two dogs, Harley and Arlo.

Installation Team

Our installation team is a key component of the Southwest Environmental family. They represent the company by being punctual, neat, and courteous, all while conducting professional installations. Our installers prioritize high-quality work and customer service.

All team members undergo extensive in-field training to maintain SWE’s high level of professionalism. Every member must complete a background check and drug screening conducted by an independent security screening company before being dispatched to any job site. Our team goes above and beyond to assure that projects managed by SWE are successful.


Outside Services

Margaret Little

President ML Energy Consulting

MLEC is a woman-owned business whose prime mission is to provide solutions for businesses while protecting our environment. Margaret began working with SWE in 2017 to research information which gave SWE a competitive advantage. Margaret with a long list of credentials has proven to add effective economic value by negotiating truck leases, making SWE a safer workplace fulfilling OSHA requirements, consulting on all water contracts, and working closely with the staff to meet their needs. Margaret Little acts as a supplier of many different types of products. She works with Federal, State, and local agencies.

Margaret is a member of CWEEL (Council on Women in Energy) and CalWep (California Water Efficiency Partnership).
